如果 TCP 传输通道无法与特定的端口绑定，那么可能出现以下一种情况：
您尝试将通道与一个已与另一个应用程序（如应用程序服务器的另一个实例）绑定的端口绑定。
您尝试与处于“等待关闭”过渡状态的端口绑定。您重新启动服务器之前，此套接字必须转换成已关闭。端口可能处于 TIME_WAIT、FIN_WAIT_2 或 CLOSE_WAIT 状态。 从命令提示符发出 netstat -a 命令以显示您尝试绑定的端口的状态。
如果您需要更改 TCP/IP 可以释放已关闭的连接并复用它的资源之前必须经过的耗用时间数，请参阅调整操作系统。
