请各位给个JAVA缓存队列实现思路

我想做一个队列,当队列里面达到一定量后批量写入文件或者数据库,同时也有多套线程在消费这个队列,类似生产者和消费者,生产能力大于消费能力,要在多线程环境下运行。
下面是一段实现,运行起来出现丢失的情况,请各位看看问题。

有没有第三方缓存框架能实现这个呢?不要Key-Value那种的。
