求高手解决no declaration can be found for element ‘service’

在配置webservice时在 <service xmlns="http://xfire.codehaus.org/config/1.0">的位置出现no declaration can be found for element ‘service’问题，不知道那里出了问题，希望高手能给我解决方案！
