1）、建立Web Project 工程，取名为hbstruts
2）、配置struts2环境
a、把struts2包中lib文件下的这几个文件：commons-logging-api-1.1.jar、freemarker- 2.3.8.jar、ognl-2.6.11.jar、struts2-core-2.0.11.jar、xwork-2.0.4.jar拷贝到
工程的WebRoot/WEB-INF/lib文件夹下
