ADT 升级而对应SDK的tool和platform-tools没有升级造成以下的问题

解决的办法就是 ：同时升级 SDK的tool和platform-tools，特别到了Android4.0，一定保持ADT 升级紧跟着升级SDK的tool和platform-tools
