vs.net2005是这样的，默认是没有web.config在根目录下的。你按F5编译后，系统会自动检测到没web.config.会这样问你:(我用的是英文版)
  "The   page   cannot   be   run   in   debug   mode   because   debugging   is   not   enabledin   the   web.confif   file,what   woulud   you     like   to   do? "
然后你选上
"Add   a   new   web.config   file   with   debugging   enabled "

按OK就会立刻看到你想要的web.config的文件了。
