解决方式：

http://www.webxml.com.cn/WebServices/WeatherWebService?wsdl 另存 为 WeatherWebService.wsdl于wsdl2java相同目录下；打开 WeatherWebService.wsdl，将出现 <s:element ref="s:schema" />的地方全部删除；然后E:\05_core_source\03_apache\02_cxf\apache-cxf-2.3.3\bin>wsdl2java WeatherWebService.wsdl 即可；
我用的是wsimport

如果不保留xml文件或移动xml文件，需要将WeatherWebService中的第22行和第35行中的本地xml文件路径替换掉，最好为web路径
