1. On the originating Oracle10g R2 database server, drop and recreate the public database link using double quotes around the password (IDENTIFIED BY clause) for the user account on the 11g Database. 

For example: 

DROP PUBLIC DATABASE LINK DEV11R1; 

CREATE PUBLIC DATABASE LINK DEV11R1 
CONNECT TO devuser1 IDENTIFIED BY "devuser1" 
USING 'DEV11R1'; 


2. Then test a simple select across the DEV11R1 DBLINK: 

SQL> select sysdate from dual@DEV11R1;

-- Otherwise, the 'SEC_CASE_SENSITIVE_LOGON' initialization parameter on the target (11g Database) can be used to disable password case sensitivity in the destination database.

Dynamic change:

    ALTER SYSTEM SET SEC_CASE_SENSITIVE_LOGON = FALSE SCOPE=BOTH;

PFILE change:

SEC_CASE_SENSITIVE_LOGON = FALSE
