Higgins work items

1. PIN code support for CardSpace type i-card.
2. Category the cards in the selector perspective.
3. Provide a JKS key store file for the X.509 backed i-cards. (No certificate management support in the current plan) And use Higgins configuration file to specify the store-pass and key-pass.
4. A simple installer for the Higgins RCP selector solution.
5. Wrap the selector as a Windows service.
6. Continuous bug fix for different RP sites.

 Works need to do but not in the plan yet.

3. RP site without X.509 certificate (http://...)
4. Selector selector - not determined yet.
