 解决办法：
打开 Python安装下\Lib\distutils  (如：D:\Dev\Python27\Lib\distutils) msvc9compiler.py 文件

找到：

找到这一行 ld_args.append(‘/MANIFESTFILE:’ + temp_manifest)
然后在下面加入一行
ld_args.append(‘/MANIFEST’)
